The inequalities in operator nojac().

If a variable - x, there is a inequality in the operator nojac() about x. For example: nojac(x>0.001) * x + 2. Dose it mean that if x>0.001, the x+2 will not contribute to the Jacobian matrix ? Otherwise, how should we understand it?
